He was a member of the&nbsp;<a title=\"Bicker family\" href=\"https:\/\/en.wikipedia.org\/wiki\/Bicker_family\">Bicker<\/a>&nbsp;family, who governed the city of Amsterdam and with it the province of&nbsp;<a title=\"Holland\" href=\"https:\/\/en.wikipedia.org\/wiki\/Holland\">Holland<\/a>&nbsp;for about half a century.<sup id=\"cite_ref-1\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-1\">[a]<\/a><\/sup>&nbsp;At that time, the Republic was at the height of its power.<sup id=\"cite_ref-dbnl_2-0\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-dbnl-2\">[1]<\/a><\/sup><\/p>\n<p>At the end of the&nbsp;<a class=\"mw-redirect\" title=\"Twelve Years Truce\" href=\"https:\/\/en.wikipedia.org\/wiki\/Twelve_Years_Truce\">Twelve Years Truce<\/a>&nbsp;he became a member of the city council and the leader of the Bickerse&nbsp;<a class=\"mw-redirect\" title=\"Faction (political)\" href=\"https:\/\/en.wikipedia.org\/wiki\/Faction_(political)\">faction<\/a>, after&nbsp;<a title=\"Reynier Pauw\" href=\"https:\/\/en.wikipedia.org\/wiki\/Reynier_Pauw\">Reynier Pauw&#8217;s<\/a>&nbsp;political end in 1620.<sup id=\"cite_ref-dbnl_2-1\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-dbnl-2\">[1]<\/a><\/sup>&nbsp;Then the management of the Amsterdam city council fell into the hands of the tolerant Bicker and his uncle&nbsp;<a title=\"Jacob Dircksz de Graeff\" href=\"https:\/\/en.wikipedia.org\/wiki\/Jacob_Dircksz_de_Graeff\">Jacob Dircksz de Graeff<\/a>.<sup id=\"cite_ref-3\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-3\">[2]<\/a><\/sup>&nbsp;This also gave new impetus to the republican&nbsp;<a title=\"Dutch States Party\" href=\"https:\/\/en.wikipedia.org\/wiki\/Dutch_States_Party\">States faction<\/a>, which had been weakened since the assassination of&nbsp;<a title=\"Land's Advocate of Holland\" href=\"https:\/\/en.wikipedia.org\/wiki\/Land%27s_Advocate_of_Holland\">Land&#8217;s Advocate<\/a>&nbsp;<a title=\"Johan van Oldenbarnevelt\" href=\"https:\/\/en.wikipedia.org\/wiki\/Johan_van_Oldenbarnevelt\">Johan van Oldenbarnevelt<\/a>.<sup id=\"cite_ref-4\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-4\">[3]<\/a><\/sup><\/p>\n<p>Andries Bicker was considered one of the strongest political adverseries of&nbsp;<a title=\"Frederick Henry, Prince of Orange\" href=\"https:\/\/en.wikipedia.org\/wiki\/Frederick_Henry,_Prince_of_Orange\">Frederick Henry, Prince of Orange<\/a>,<sup id=\"cite_ref-Nieuwenhuize_5-0\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-Nieuwenhuize-5\">[4]<\/a><\/sup>&nbsp;and controlled Dutch foreign policy. He became one of the founders of the <a title=\"Dutch East India Company\" href=\"https:\/\/en.wikipedia.org\/wiki\/Dutch_East_India_Company\">Dutch East India Company<\/a>.<\/p>\n<p>Andries studied in Leiden starting in 1604 and seems to have made a&nbsp;<a title=\"Grand Tour\" href=\"https:\/\/en.wikipedia.org\/wiki\/Grand_Tour\">Grand Tour<\/a>; in 1610 he was in&nbsp;<a title=\"Poitiers\" href=\"https:\/\/en.wikipedia.org\/wiki\/Poitiers\">Poitiers<\/a>.<sup id=\"cite_ref-10\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-10\">[9]<\/a><\/sup>&nbsp;In 1611 he was admitted at&nbsp;<a title=\"Hof van Holland\" href=\"https:\/\/en.wikipedia.org\/wiki\/Hof_van_Holland\">Hof van Holland<\/a>&nbsp;as lawyer.<sup id=\"cite_ref-11\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-11\">[10]<\/a><\/sup>&nbsp;In 1616 he became a member of the Amsterdam&nbsp;<a title=\"Vroedschap\" href=\"https:\/\/en.wikipedia.org\/wiki\/Vroedschap\">vroedschap<\/a>&nbsp;and represented the&nbsp;<a title=\"Dutch States Party\" href=\"https:\/\/en.wikipedia.org\/wiki\/Dutch_States_Party\">States faction<\/a>.<sup id=\"cite_ref-Aa517_12-0\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-Aa517-12\">[11]<\/a><\/sup>&nbsp;In 1620 he was appointed&nbsp;<a title=\"Schepen\" href=\"https:\/\/en.wikipedia.org\/wiki\/Schepen\">schepen<\/a>. Like his father he invested in draining the polders&nbsp;<a title=\"Purmer\" href=\"https:\/\/en.wikipedia.org\/wiki\/Purmer\">Purmer<\/a>,&nbsp;<a title=\"Schermer\" href=\"https:\/\/en.wikipedia.org\/wiki\/Schermer\">Schermer<\/a>&nbsp;and&nbsp;<a title=\"Heerhugowaard\" href=\"https:\/\/en.wikipedia.org\/wiki\/Heerhugowaard\">Heerhugowaard<\/a>.<sup id=\"cite_ref-13\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-13\">[12]<\/a><\/sup><sup id=\"cite_ref-14\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-14\">[13]<\/a><\/sup><sup id=\"cite_ref-15\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-15\">[14]<\/a><\/sup>&nbsp;In 1624, on behalf of the city, he was appointed landlord of Amstelveen en Nieuwer-Amstel.<sup id=\"cite_ref-16\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-16\">[15]<\/a><\/sup>&nbsp;As manager at the&nbsp;<a class=\"mw-redirect\" title=\"Wisselbank\" href=\"https:\/\/en.wikipedia.org\/wiki\/Wisselbank\">Wisselbank<\/a>&nbsp;(for just one year) he visited Emden, requesting a loan.<sup id=\"cite_ref-17\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-17\">[16]<\/a><\/sup><sup id=\"cite_ref-19\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-19\">[b]<\/a><\/sup>&nbsp;In 1626 he became colonel in the&nbsp;<a title=\"Schutterij\" href=\"https:\/\/en.wikipedia.org\/wiki\/Schutterij\">civic guard<\/a>. In January 1627, reaching forty years old, he was elected&nbsp;<a class=\"mw-redirect\" title=\"Mayor of Amsterdam\" href=\"https:\/\/en.wikipedia.org\/wiki\/Mayor_of_Amsterdam\">mayor of Amsterdam<\/a>. Bicker came to the fore through his knowledge and moderation. Although he belonged to the&nbsp;<a class=\"mw-redirect\" title=\"Calvinist\" href=\"https:\/\/en.wikipedia.org\/wiki\/Calvinist\">Calvinist<\/a>&nbsp;church, as liberal Protestant he protected&nbsp;<a title=\"Arminianism\" href=\"https:\/\/en.wikipedia.org\/wiki\/Arminianism\">Arminians<\/a>&nbsp;and&nbsp;<a title=\"Remonstrants\" href=\"https:\/\/en.wikipedia.org\/wiki\/Remonstrants\">Remonstrants<\/a>. His further appointments fell in the years 1629, 1631, 1633, 1634, 1636, 1640, 1641, 1645 and 1649.<\/p>\n<p>In May 1627 Bicker was sent by the&nbsp;<a title=\"States General of the Netherlands\" href=\"https:\/\/en.wikipedia.org\/wiki\/States_General_of_the_Netherlands\">States-General<\/a>&nbsp;as an&nbsp;<a title=\"Envoy (title)\" href=\"https:\/\/en.wikipedia.org\/wiki\/Envoy_(title)\">ambassador<\/a>&nbsp;to&nbsp;<a class=\"mw-redirect\" title=\"Danzig\" href=\"https:\/\/en.wikipedia.org\/wiki\/Danzig\">Danzig<\/a>,&nbsp;<a class=\"mw-redirect\" title=\"Elbing\" href=\"https:\/\/en.wikipedia.org\/wiki\/Elbing\">Elbing<\/a>&nbsp;and&nbsp;<a title=\"K\u00f6nigsberg\" href=\"https:\/\/en.wikipedia.org\/wiki\/K%C3%B6nigsberg\">K\u00f6nigsberg<\/a>&nbsp;to represent Dutch commercial interests and close negotiations between Poland, Sweden and&nbsp;<a title=\"Brandenburg\" href=\"https:\/\/en.wikipedia.org\/wiki\/Brandenburg\">Brandenburg<\/a>.<sup id=\"cite_ref-20\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-20\">[18]<\/a><\/sup>&nbsp;The Dutch diplomats were visited by&nbsp;<a title=\"Axel Oxenstierna\" href=\"https:\/\/en.wikipedia.org\/wiki\/Axel_Oxenstierna\">Axel Oxenstierna<\/a>,&nbsp;<a class=\"mw-redirect\" title=\"Governor-General in the Swedish Realm\" href=\"https:\/\/en.wikipedia.org\/wiki\/Governor-General_in_the_Swedish_Realm\">Governor-General in Riga<\/a>&nbsp;but refused&nbsp;<a title=\"Gustavus Adolphus\" href=\"https:\/\/en.wikipedia.org\/wiki\/Gustavus_Adolphus\">Gustavus Adolphus<\/a>&nbsp;further monetary aid and demanded peace with Poland.<sup id=\"cite_ref-21\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-21\">[19]<\/a><\/sup><sup id=\"cite_ref-22\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-22\">[20]<\/a><\/sup>&nbsp;The prolonged&nbsp;<a title=\"Polish\u2013Swedish War (1626\u20131629)\" href=\"https:\/\/en.wikipedia.org\/wiki\/Polish%E2%80%93Swedish_War_(1626%E2%80%931629)\">Polish-Swedish War<\/a>&nbsp;caused great financial losses to Dutch merchants in the&nbsp;<a title=\"Baltic region\" href=\"https:\/\/en.wikipedia.org\/wiki\/Baltic_region\">Baltic region<\/a>. In 1632 both were appointed to represent the city in the church councils.<sup id=\"cite_ref-26\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-26\">[24]<\/a><\/sup><\/p>\n<p>The Bicker family focused on Amsterdam&#8217;s economic boom. The Spanish government made a proposal aimed at making Amsterdam the staple market for Spanish silver.<sup id=\"cite_ref-54\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-54\">[49]<\/a><\/sup>&nbsp;Spain seems to have bankrupt and England involved in a civil war. In October the States General decided to authorize the admiralties to issue&nbsp;<a class=\"mw-redirect\" title=\"Passports\" href=\"https:\/\/en.wikipedia.org\/wiki\/Passports\">passports<\/a>&nbsp;to the skippers for the export of silver from Spain; Bicker was involved in the request, so Dutch soldiers could be paid.<sup id=\"cite_ref-55\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-55\">[50]<\/a><\/sup>&nbsp;In 1648 Bicker was sent to Middelburg which did not support the peace negotiations.<sup id=\"cite_ref-56\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-56\">[51]<\/a><\/sup>&nbsp;The United Provinces desired peace: they would rather have weak Spain as a neighbor than a growing France.<sup id=\"cite_ref-57\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-57\">[52]<\/a><\/sup><\/p>\n<p>The Dutch were allowed to trade on any Spanish port. In May, Andries supported strong military cutbacks.<sup id=\"cite_ref-63\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-63\">[58]<\/a><\/sup>&nbsp;In an anonymous&nbsp;<a class=\"mw-redirect\" title=\"Libel\" href=\"https:\/\/en.wikipedia.org\/wiki\/Libel\">libel<\/a>&nbsp;he was accused of&nbsp;<a class=\"mw-redirect\" title=\"High treason\" href=\"https:\/\/en.wikipedia.org\/wiki\/High_treason\">high treason<\/a>.<sup id=\"cite_ref-64\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-64\">[59]<\/a><\/sup>&nbsp;Following the treaties and the downsizing of land forces, the youthful stadtholder William II sought to assert control over Amsterdam and devised plans for an unlawful attack on the city.<sup id=\"cite_ref-65\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-65\">[60]<\/a><\/sup><sup id=\"cite_ref-66\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-66\">[61]<\/a><\/sup><\/p>\n<p>On Saturday 30 July 1650, Andries and Cornelis Bicker ordered the civic guard to defend the city against an&nbsp;<a title=\"Attack on Amsterdam (1650)\" href=\"https:\/\/en.wikipedia.org\/wiki\/Attack_on_Amsterdam_(1650)\">attack on Amsterdam<\/a>. They were warned of the approach by Bicker&#8217;s troubled son Gerard, then&nbsp;<a title=\"Bailiff\" href=\"https:\/\/en.wikipedia.org\/wiki\/Bailiff\">bailiff<\/a>&nbsp;of&nbsp;<a title=\"Gooi\" href=\"https:\/\/en.wikipedia.org\/wiki\/Gooi\">Gooi<\/a>. The next day they ordered to raise the bridges, shut the gates and deploy artillery. The attack, a show of force, failed but in the negotiations the stadtholder insisted that Andries and Cornelis Bicker<sup id=\"cite_ref-NNBW_67-0\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-NNBW-67\">[62]<\/a><\/sup>&nbsp;resign from their posts.<sup id=\"cite_ref-68\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-68\">[63]<\/a><\/sup>&nbsp;As result Andries was purged from the&nbsp;<a title=\"Vroedschap\" href=\"https:\/\/en.wikipedia.org\/wiki\/Vroedschap\">vroedschap<\/a>, as well as his brother Cornelis as one of the mayors.<sup id=\"cite_ref-Aa518_43-1\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-Aa518-43\">[39]<\/a><\/sup><sup id=\"cite_ref-69\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-69\">[64]<\/a><\/sup><sup id=\"cite_ref-70\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-70\">[65]<\/a><\/sup>&nbsp;However, two weeks after William II died of&nbsp;<a title=\"Smallpox\" href=\"https:\/\/en.wikipedia.org\/wiki\/Smallpox\">smallpox<\/a>&nbsp;they were restored in their functions;<sup id=\"cite_ref-NNBW_67-1\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-NNBW-67\">[62]<\/a><\/sup>&nbsp;Next February Cornelis was send to the&nbsp;<a class=\"mw-redirect\" title=\"States of Holland\" href=\"https:\/\/en.wikipedia.org\/wiki\/States_of_Holland\">States of Holland<\/a>&nbsp;for three years.<sup id=\"cite_ref-71\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-71\">[66]<\/a><\/sup><\/p>\n<p>Many times Andries Bicker interfered with the appointment of ministers, according to his handwritten collection of resolutions (Recueil). In 1652 Andries was appointed deputy to the Chambre Mi-partie, solving remaining problems between Spain and the Netherlands.<sup id=\"cite_ref-72\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-72\">[67]<\/a><\/sup>&nbsp;On 11 May, he requested his discharge from this function; Andries Bicker died on 24 June and was buried two days later in the&nbsp;<a title=\"Oude Kerk, Amsterdam\" href=\"https:\/\/en.wikipedia.org\/wiki\/Oude_Kerk,_Amsterdam\">Oude Kerk, Amsterdam<\/a>.<\/p>\n<h3><span id=\"Outlook\" class=\"mw-headline\">Outlook<\/span><span class=\"mw-editsection\"><span class=\"mw-editsection-bracket\">[<\/span><a title=\"Edit section: Outlook\" href=\"https:\/\/en.wikipedia.org\/w\/index.php?title=Andries_Bicker&amp;action=edit&amp;section=6\">edit<\/a><span class=\"mw-editsection-bracket\">]<\/span><\/span><\/h3>\n<p>In 1653 his brother Jan became mayor but died within a few months. Although not direct descendants, in 1655, his cousin&nbsp;<a title=\"Wendela Bicker\" href=\"https:\/\/en.wikipedia.org\/wiki\/Wendela_Bicker\">Wendela Bicker<\/a>&nbsp;married&nbsp;<a class=\"mw-redirect\" title=\"Grand Pensionary\" href=\"https:\/\/en.wikipedia.org\/wiki\/Grand_Pensionary\">Grand Pensionary<\/a>&nbsp;<a title=\"Johan de Witt\" href=\"https:\/\/en.wikipedia.org\/wiki\/Johan_de_Witt\">Johan de Witt<\/a>, whose dominance in Dutch politics persisted until the&nbsp;<a title=\"Rampjaar\" href=\"https:\/\/en.wikipedia.org\/wiki\/Rampjaar\">Year of Disaster<\/a>.<sup id=\"cite_ref-73\" class=\"reference\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Bicker#cite_note-73\">[68]<\/a><\/sup>&nbsp;Hendrik Bicker (1649\u20131718) and Hendrick Bicker (1682\u20131738) were mayors. Hendric (1722-1783) and Jan Bernd Bicker (II) (1733-1774) were managers of&nbsp;<a title=\"Andries Pels\" href=\"https:\/\/en.wikipedia.org\/wiki\/Andries_Pels\">Andries Pels &amp; Soonen<\/a>.&nbsp;<a title=\"Jan Bernd Bicker\" href=\"https:\/\/en.wikipedia.org\/wiki\/Jan_Bernd_Bicker\">Jan Bernd Bicker<\/a>&nbsp;was&nbsp;<a title=\"Schepen\" href=\"https:\/\/en.wikipedia.org\/wiki\/Schepen\">schepen<\/a>&nbsp;who gave up his position at the bank, dissolved in 1774. He inherited the estate Engelenburg and the title after the death of his father.
